Along with the rapid development of domestic economy, electricity consumption has greatly increased, which put in higher claim for the power grid quality. In recent future years, the power grid construction will reach a peak. The electric power transmission and transformation enterprises of China is faced with unprecedented opportunities as well as great challenges. It is a critical issue for the electric power transmission and transformation enterprises to dealing with adjusting themselves and seizing the opportunity in this historical time. Based on BETT (Beijing Electronic Power Transmission and Transformation Company) operation model, this thesis discusses the electric power transmission and transformation enterprises'operation strategy, which also due of electric power transmission and transformation industry with solving operation problems in the new situation.BETT is a large infrastructure construction enterprise who directly under NCGC(North China Grid Company). For nearly 56 years since its birth, BETT has made great contributions to the development of electricity grid of the state. However, due to the following causes, BETT encountered a large loss on finance especially in these years: First, competition is introduced to the power grid construction industry and more opponents have risen; Second, the price of the green crops compensation and the labour service increased much; Last but not the least, the internal management system and the operation mode have lagged behind the development of the industry. Based on the theory of marketing and sales,modern enterprise system construction,procedure optimization as well as the enterprise core competitive strength, combined with the developing rules and characters of the electric power transmission and transformation industry, we come to a conclusion that the following four factors influence the development of the electric power transmission and transformation enterprises: timeliness, favourable geographical condition, position in the industry as well as the industry policy. Next, we analyses the operation data of BETT deeply, and dissected the internal and external operation situation of BETT. After multiple deep level causes discovered, integrated with the reformation and structure adjusting, we established a model which fit BETT itself. At last, we proposed a series of development strategy of innovation which will help solving the current operation problem.We have obtained the following inovations: First, we suggest a model of"Eight Kinds of Relationship"to measure the factors on making up operation strategy; Second,"Eight Strategy Coping"is proposed to establish mid long term competitive advantage from different aspects; Last, we formulate"Five Plus Ten"strategy as well as"Three Multiple Three"strategy to realize the long-range aim to be on top of the list by steps.
