Since1978, the dual operation system based on the householdcontract responsibility system in China's rural economic reform hasgreatly emancipated the productive forces, resulting in the rapiddevelopment of the rural collective economy. However, it is imperative toanalyze and solve the new economic and social problems in rural areascaused by the accelerating urbanization from the perspective of thesystems, including the long-term living security for the farmers havinglost their land in the relocation, the farmers' interests in the land, theequity and efficiency in the distribution of benefits in rural areas and thecohesion of the grassroots rural organizations, which are pertinent to theeffective settlement of the problems of agriculture, rural areas andfarmers in the reform and opening up, the accomplishment of the newsocialist countryside and the construction of the harmonious society.Based on the field research on the collective economy of differentvillages in Minhang District and the economics theory of propertyrelations, this paper makes the in-depth analysis of the problems of theproperty relations in the village-level collective economy and on basis ofthe contents and forms of the collective economy in rural areas, putsforward developing the system of the village-level collective economy inline with the situations of the villages. As there is a mixture of multipleforms of the village-level collective economy, the communityshareholding cooperative system, originated from the urbanization andindustrialization of rural areas, is a new form of the kind. The innovativepractices and explorations in the property relations of the village-levelcollective economy in the rural areas in Minhang District arefundamentally aimed to coordinate the urban and rural development andaddress the problems in the urban-rural dual economic structure in a bidto shape the new ideas in this aspect and gradually set up a series ofsupporting external measures, thus providing references for theinnovation in the property relations of the collective economy in otherregions.
