Since the financial crisis happened from the year of 2008, the situation of trade frictions that Chinese steel exports faced becomes further aggravated. After Chinese accession to WTO, anti-dumping, countervailing and safeguard measures in particular have become to be serious problems. The trade frictions between China and the importing countries also become more serious, and some has affected our economic development process greatly. Various forms of trade friction can not be ignored. So in the current financial crisis, the economic analysis on China's steel trade that faced anti-dumping means much in theoretically and practically.This article includes three parts:introduction, five chapters and summary. The first part is introduction. Firstly, this section describes that in the period of financial crisis, the frequent anti-dumping on Chinese steel products, makes great losses in steel industry and Chinese economy. The economic analysis on it will have important practical and theoretical significance. Secondly, the essay does system research on the domestic and international literature of anti-dumping, and finally points out the research methods, innovative and deficiencies of this article.The second part includes chapter one to chapter four. Chapter one introduces the basic theory that involved in the essay and it makes the paper on a solid theoretical base. Chapter two describes the status and development trend of Chinese steel exports. It points out that from 2008 to now, Chinese steel exports hit anti-dumping many times. These implementations include not only the developed countries, but also some emerging developing countries. But no matter how these countries make reasons to implement trade protection measures, the development status of Chinese steel proves that its future development space is great. Chapter three analyzes the distribution of interests and conflicts among China and.importing countries in the steel trade with a game model. Then this chapter analyzes the economic effects that anti-dumping on Chinese steel trade in the period of financial crisis. Chapter four analyzes how anti-dumping on Chinese steel trade happens. It explains the factors that cause China frequent international trade friction, which include both internal factors and external factors.The third part is chapter five. For the severity of anti-dumping on Chinese steel trade, our government, enterprises and industry association should work together to eliminate adverse effects. Government should strengthen economic reform and improve macro-control ability, formulating and planning development policies on steel industry, striving for "market economy" status, taking advantage of WTO rules and dispute settlement mechanism, to safeguard the legitimate rights and interests. In addition, we should strengthen macro control of foreign trade, adjust the export commodity structure and market structure, and strengthen export supervision on steel products, to maintain the normal export order. Our government should establish steel anti-dumping funds, train a group of professional personnel for the anti-dumping suits, establish coordination network to response anti-dumping on steel to foreign, and establish the warning and monitoring system of steel imports and exports, to effectively response to the anti-dumping. Enterprises should actively change the development mode, take the implementation of mergers and acquisitions, and improve their technology and product competitiveness. They should optimize the export structure and the industrial chain. Steel Association, as the leader of Chinese steel industry, it should actively give support, guidance and authority and assistance to help companies successfully address the anti-dumping of Chinese steel.The fourth part is conclusion. This part points that as a pillar industry of the country's economic development, the anti-dumping on steel industry in the current financial crisis is the reflection of politicizing in international economic issues. Our government and businesses should remain calm to address these anti-dumping conflicts. They should improve anti-dumping ability to protect their own interests. This essay does economic analysis for the anti-dumping on Chinese steel in the period of financial crisis, and makes recommendations accordingly. In addition, it hopes that by this discourse, to get more interested persons to concern the state of steel industry, contributing to Chinese steel exports.
