Design And Applied Research On Credit Rating For Guarantee Agencies

Guarantee Agency Credit Rating can provide more accurate risk information while it is a most effective way to strengthen information disclosure of the security industry and to make up for the lack of government supervision when Guarantee Agency conduct business with investors, cooperative banks and other Guarantee Agencies. At the same time getting an objective and fair credit rating of the Guarantee Agency is an important strategy and means to guarantee the expanding its business, establish a strong image and improve market competitiveness. And it is also conductive to promote the professional norms of the credit guarantee system and can help guarantee system for SME healthy and orderly development.To solve the above problems, according to the ambiguity of credit rating, it established a SME credit guarantee institutions method model based on the fuzzy comprehensive evaluation method. It used Analytic Hierarchy Process to establish three levels of indicators to assess the system and determine the corresponding weight of each layer to quantify the impact of factors on the indicators. After established the rating index system and determining the weight it used fuzzy comprehensive evaluation method for the integration of various factors which reduced the arbitrariness in the rating process of thinking and uncertainties and other subjective factors. The model also weakened the individual experts and their professional level of subjective factors and other factors which could limit the impact of the rating results, based on the qualitative analysis and quantitative multi-level through comprehensive evaluation, both qualitative and quantitative indicators will be considered within the scope of the study, to scientific, effective, accurate and fair assessment of corporate credit rating and provide new ideas and methods for the rating of SME credit guarantee institutions.The article finally selected a security company rating model for an empirical test. Test results showed that the model has a strong operational and effective. SME credit guarantee institutions of our country credit rating index system gradually improved to provide a reference observation.
