Managers'management capacity has always been the focus of attention ,it's very important for the selection and evaluation of management personnel in organization.As a hot spot,compency can identify effectively those with outstanding performance and mediocre performance. Therefore, the research of the relationship between competency and performance has the vital significance for the managers.Based on the above, this study extracts more than 500 elements of management ability and competence by literature review. Through the group discussion and expert evaluation, we got 128 items to test the state-owned enterprise managers` management capacity and competency.Finally we got the questionnaire of state-owned enterprise managers management capacity,including the questionnaires of organizational and department performance, the demographic survey. 112 of Guangzhou state-owned enterprises senior and middle managers were measured. And we obtained 2463 valid questionnaires,which included 785 copies of top managers and 1685 copies of middle managers.Finally, the paper explored the management capacity model and the relationship between competency and performance of the state-owned enterprise managers with the confirmatory factor analysis (CFA) and some other technologies.This paper obtained the following conclusions:1.The management capacity model is a multi-level and multi-dimensions model.The model can be divided into five-level dimensions: self-management ability, leadership, task management ability, innovation management ability, social responsibility ability. Each level dimension has a number of sub-dimensions.2.Competences within self-management ability, leadership, task management ability, innovation management ability, social responsibility ability have significant influences to the management performance.Finally, on the basis of the above conclusion, we discusse the suggestion on enterprise managers` selection, evaluation, training and development.
