In the knowledge economy era, human resource as the principal resource of enterprises, has become more and more important, it concerns the future development of enterprises and realization of enterprise's strategic objective of enterprises. Thereinto, the exertion and development of the capability of administrative staff, concern the destiny of enterprises directly. As the core of human resource, performance management is a good tool for excavating the staff's potentiality and exerting human function fully which is the most valuable resource of enterprise. The study objective of this paper is establishing an integrated enterprise administrative staff's performance management system, which the idea of capacity-oriented management and the theory of performance management should be integrated, and employing modern information network technique, to improve the efforts of enterprise's human resources development and management, and then to improve the competitive power of market of enterprises.Firstly, this paper analyses basic theory of performance management, its effect in human resource management, and the relationship with other modules of human resource management. With this understanding, it analyses current application situations and existing problem of enterprise's administrative staff of our nation, then puts forward the countermeasure and needle for the performance management problem of enterprise's administrative staff. Secondly, this paper introduces the conception of capacity-oriented management, analyses its meaning and its operation mechanism, and then advances overall design thinking of the study on performance management model based on capacity-oriented management for enterprise's administrative staff.Following this design thinking, this paper constructs the frame system of performance management of enterprise's administrative staff based on capacity-oriented management, which includes management basic of competency-position fit, the performance objective system management, the performance management process, the performance management system, and the performance management organization and so on. And then this paper proposes the influence factor of operation of this system, which could provide safeguard for enterprise to operate the performance management based on capacity-oriented management favorably.In addition, according to the requirement for performance management system based on capacity-oriented management, using information technology, this paper set up a executable performance informationization management software system, which could raise efficiency of performance managementAt last this paper applies the research results of the above theory to enterprise's real performance management. With the case study on performance management of a water plant, aiming at its current situation and HRM reform requirements, by using the above ideas, this paper provides feasible scheme-that is performance management based on capacity-oriented management, and relied on the implement of performance management information system , notable benefits have been obtained.
