Along with the more and more competitive market of Bank Card Acquiring Service (BCAS), the prospect of developing BCAS in Heilongjiang province becomes increasingly complicated and difficult. BCAS is a crucial component of bank card service, as well as a central point in the competition among commercial banks in Heilongjiang. At present, it is important for banks in Heilongjiang province to form a new competitive structure of the BCAS market, it is also significant for ICBC of Heilongjiang branch to transfer its management and perfect its BCAS management, which already became a problem needed to resolve.This paper first introduces the contents, characteristics and functions of BCAS, describes the patterns and contents of BCAS management, and compares of different methods of BCAS management. Secondly, it introduces the current situation of BCAS in ICBC of Heilongjiang branch and analyses existing problems and results of BCAS management in this bank, including being short of effective customer management and technical support of the BCAS, untimely risk prevention control, and backward POS devices management, which could not satisfy the increasing demand of customers. The reasons why these problems exist are elaborated in the paper. By analyzing the patterns of BCAS management in other banks, this paper tries to provide a better reference. Finally, it designs the BCAS service management strategy, which is elaborated in the contents, patterns, and secure methods of the BCAS management. It argues that there should be three ways to develop BCAS management: franchise customers, POS management, and risk control. This paper suggests the mode of developing a perfect BCAS management to be taking the bank management as the leading role and the third party as supplement. It introduces the practical measures of BCAS management, including clarifying the income distribution between the bank and its customers, organizing a professional working team, and improving specialization of the product and its service of BCAS. These methods would promote the function and development of BCAS management.
