The significance of rural population's welfare becomes obvious nowadays with the "three agricultural problems" being social focus. It relates not only to the stability and relative prosperity in rural area, but also to the prospects of new rural reconstruction. Furthermore, it relates to the well-being of rural population. Unlike one-sided pursuit of rural economic growth and augment of net income per capita, we should pay attention to the welfare of the rural population, including absolute income and relative income which bring them justice. These all require national finance to support as the main force. This paper selected the absolute income and relative income as two measures, studied the relationship between budgetary expenditure for agriculture and rural population's welfare with the method of empirical analysis, Tried to find out the reason why the level of rural population's welfare is not high, then interpreted the policy suggestions of Improving rural population's welfare based on the angle of budgetary expenditure for agriculture. We should ensure the amount and relative amounts of budgetary expenditure for agriculture steady increase optimize the structure of budgetary expenditure for agriculture, Increase the three charges of agricultural technology, and consummate the relevant system guarantee.
