In this paper, Strategic Management Theory, Industry Competition Theory and SWOT analysis were used to analyze internal and external environment of China Unicom facing by JZ City and to find the inherent strengths and weaknesses, external opportunities and threats, and further the strategic objectives of further development and smooth implementation of the strategic measures. Inadequacies of this article are that there is no evaluation of strategic measures, so the effectiveness, feasibility and controllability of the proposed strategy have yet to be tested.Paper's framework is organized as follows: The first part presents the research background and research status. Part II of this study reviewed the main theoretical and analytical methods. The third part mainly from China Unicom's development process leads to the current development status of China Unicom in JZ City, focusing on the operation status of JZ China Unicom. The fourth part makes development strategic for JZ China Unicom through strategic analysis from the external environment and internal conditions of the two aspects. The fifth part, with the strategic objectives as a precondition and through the SWOT matrix analysis, decide and select the appropriate strategic options. Part VI develops strategies to implement measures, according to the selection of strategic plans.It should be noted that: The data used in paper was not disclosed, so the author does a little process on the basis of not affecting the analysis process and results.
