Progress cost optimization is considered as an important content in the operation control of the highway engineering construction project management. A suitable scheduling arrangement and the rational distribution of the cost associated with the extension of the time can achieve obvious benefit for the project during the highway engineering construction project. All the time, the research on progress cost optimization of different researcher is based on the mathematical programming methods, heuristics methods, flow solution, genetic algorithm, but such kinds of methods have many drawbacks in some degree. In order to overcome these limitations, this paper use a variety of methods into the progress cost optimization in order to establish an operational progress cost optimization integrated system of highway engineering construction project which is more accurate, higher rates of solving problem.Based on the progress at home and abroad of progress cost optimization, this paper carries on the optimization countermeasures study respectively using a variety of methods from the three important problems of the highway engineering construction progress cost optimization, namely the time estimation of project, the costs calculation of project and the cost forecasts of project. In the stage of the time estimation of project, do the improved calculating to the network program time parameter based on the PERT; in the stage of the costs calculation of project, do the balance calculate according to the nonlinear relationship between the time and cost; in the stage of the cost forecasts of the project, do the total cost forecasts of the optimization project through improved earned value methods.This paper verified the scientific, feasibility and practicality of the relative theories through the specific examples in the above each stage. And through the analysis of example, this thesis provides a new way of thinking for the highway engineering construction project progress cost optimization.
