In this paper, the research object of Suzhou T industry for IT service outsourcing industry. The IT service outsourcing is the gradual refinement of social division of labour and the development of IT technology product of the combination, the IT service outsourcing enterprises rapid growth, but the staff turnover rate higher challenges enterprise's human resource management, in the increasingly fierce market competition, enterprises need to study knowledge talent management incentive problems, and puts forward the effective, positive countermeasures to face opportunity, meet a challenge.Suzhou is the first batch of service outsourcing demonstration city, therefore research articles in the IT service outsourcing enterprise incentive problems, and further to Suzhou T company as an example to study the incentive problem, build incentive system has practical significance.In this paper, using the theory of encouragement, the study on the motivation of knowledge workers, combined with the IT service outsourcing enterprises characteristics, in the analysis of IT service outsourcing enterprise knowledge-based staff motivation problems under the premise, study of Suzhou T company knowledge employee incentive problems and countermeasures. Presented by designing reasonable salary incentive mode, structure and T company compensation design to solve incentive compensation mode and the irrational structure of the problem; through the development of training and development system, the establishment of occupation development channel, help the knowledge type employee occupation career planning well and T personal growth design of incentive scheme to solve personal growth incentive system is not perfect problem; by strengthening the work and business achievements involved in motivation, develop a scientific authorization participation motivation and T work process incentive scheme design work process incentive participation degree insufficient problem; through the study of the knowledge type employee team motivation content, pay attention to the optimization of knowledge type staff psychological contract, give full play to the team spirit of collaboration and T company team incentive rules to solve lack of incentive scheme design team rules of the problem; finally through the" employer brand"," confident personality integrity"," standard participate in innovation"," work together to create a better future" four aspects of refining company values, and through" strengthen the employer brand construction"," people-oriented"," to promote the enterprise and the knowledge staff to achieve common goals " Strengthen the company's values.
