With the out breaking of 2008 worldwide financial crisis, a downward trend of manufacturing industry development is becoming into reality step by step in China, especially when facing to the downgrade of the consumer demand from Europe and the United States, the manufacturing enterprises have to face the order decreasing sharply, the news of bankrupt, loss and layoff is almost appalling. Especially for labor-intensive industry, it is difficult to continue. Today, in many areas of the manufacturers are facing the challenges and difficulties which people couldn't imagine at ten or twenty years ago, the technology was changing fast, global competition also was becoming into more and more frequent, the request from customer was turning into more and more strict, no any small mistake will be allowed. Rapid changes in the market environment are asking the enterprise to improve the production efficiency and OTD capability. As by the change from "seller's market" to "buyer's market", customers raised up more and more requests upon products customization. In order to obtain the customer orders, to occupy the market share, the enterprises need to change the operation model from "Low Mix High Volume" to "High Mix Low Volume" to satisfy the various customer requests, and "High Mix Low Volume" had become into the main operation model in many enterprises.Want to get successful in such kind of environment, manufacturing enterprises are facing new challenges:with the continuous change of external environment, production and management of the complexity and scale of also produced bigger change, must be able to respond quickly to the market diversification and uncertain demand, the many varieties of small batch rapid delivery of products to meet customer needs. On time delivery, durability, security and cost down become into the objects of production and management.More and more enterprises choose building multi-skill production line stuff team, deal with the high cost of high mix low volume production model based on strategy of "people- oriented". So, human resource function now is changing from the traditional personnel administration function to strategic human resource function. This article is in this background and based on the study of the enterprise production line staff incentive mechanism. Due to the specific enterprise employees incentive mechanism has its own characteristics, making it difficult for the whole enterprise employee's incentive mechanism for research, otherwise may cause the lack of pertinence and generality and lose significance. So, here we only focused on a specific sample enterprises-production staff incentive mechanism research under "High Mix Low Volume" model in I company. Try to redesign the I company's incentive mechanism based on the integrated consideration of the existing incentive theory system and actual status of the I company. Through this research, I also hope to provide an idea and method to realize the effective incentive to production line stuff in High Mix Low Volume enterprises.
