The Research Of China Drug Safety Management's Elements And System

Adverse drug events emerge in so endlessly that seriously affect the health and life of people. And adverse drug events make people to be victim of a double-whammy of spiritual and material. Those have aroused great concern on drug safety. Currently, there are two main aspects about the research of drug safety management in China and abroad. One the one hand, researchers applies science method in technological research from the micro perspective; on the other hand, researchers apply social science method form macroscopic perspective, such as policy research. As a result, few study with a view to the microeconomic from macroscopic perspective, and then get some proposals with microscopic features.For the first time, this paper will combine micro and macro research methods to research China safety management, and then put forward the main elements, system and recommendations for achieve drug seamless safety management. Given China drug safety management factors with uncertainty and vagueness, qualitative and quantitative analysis method is described and applied. Because the drug is a special commodity with expertise, which is related to health and life of people, the idea of group decision making is introduced in non-structural fuzzy decision model firstly. And then, the non-structural fuzzy group decision method is described and applied for evaluating the degree of importance about the main elements of China drug safety management. Qualitative analysis methods, such as experts to visit and questionnaire, are used to determine the main elements of drug safety management and access to basic data. Due to wide distribution of medicines and complexity of management, the questionnaire combines the opinions of four different kinds of respondents in China's four municipalities, which can get more comprehensively reflect the status of China drug safety management.This paper proposal six main elements of China drug safety management, and they are transaction models, licensing systems, sampling systems, traceability systems, pharmacovigilance and emergence management. And the important ranking of them is sampling systems, licensing systems, traceability systems, transaction models, pharmacovigilance and emergence management. This result can give some decision reference to the relevant departments. The research of drug safety management is not only building a system, but also thinking. And more important, China drug safety management system will rise to an evaluation system, which makes a comprehensive evaluation to identify deficiencies and timely adjust on a regular time. Drug safety management is a complex and huge project, which requires long-term efforts and strategy adjustment base on status. Only in this way, China drug safety management will be able to develop healthily and reasonably.
