Effects Of Government Behavior On Chinese Environment

Pollution reduction, environmental protection related to the overall situation of China's modernization and long-term development, is emerging as the central government and the community the focus of common concern. The background is as China's reform and opening up, especially since the late nineties rapid economic development, largely by environmental factors to stimulate investment and sacrifice, the environment and the economy have become increasingly sharp, and has restricted the Chinese economy continued growth of the outstanding problems. However, emphasis on industrial pollution abatement and environmental protection is an old topic, its importance and necessity of self-evident. The expense of the environment of the extensive economic growth is bound to be difficult to sustain. But the problem is increasingly serious environmental pollution problems remain. So sorting out the problem of environmental pollution and the deep logic, is of valuable theoretical and practical significance.As for the environmental pollution research has focused on environmental pollution and per capita income of the experience of the Environmental Kuznets Curve and the open economy of foreign trade in China and other economic factors, environmental impact analysis, and domestic institutional factors from the perspective of environmental pollution only a handful of research literature. Although economic factors enormous impact on environmental quality, but economic factors are independent of the system or play a role in national policy, in other words, the government's policy preferences on the role of environmental regulation can't be ignored. Although the problem of environmental pollution, for historical reasons, but also our country's industrialization and urbanization in the rapid development stage of the reason, but high pollution and high emissions of extensive economic growth mode of the pollution problem is undoubtedly not shirk responsibility. Therefore, this paper will search environmental pollution problems from the perspective of local government's behaviorIn the empirical part of this article, author Selects the regional per capita emissions of industrial waste water, the regional per capita industrial waste gas emissions and regional per capita emissions of industrial solid waste emissions, selects the deficit of the regional per capita level of rent-seeking level, the degree of fiscal decentralization as a reflection of the local government behavior index, selects the regional industrial structure, the per capita GDP and its square term as control variables, and use of spatial panel data models and quantile panel data fixed effects model to analysis.In the last part, conclusions of this study are given:Basically, there are local government incentives behind the environmental quality.From the perspective of local government behavior, the key to reducing environmental pollution is changing Incentive model on local governments. And the corresponding policy are given.The innovation of this paper are:(1) Study the problem of environmental pollution in China from the unique perspective of local governments' behavior,and discusses issues behind the environmental quality incentives of local government influence. (2)Considering the spatial correlation of environmental pollution, Author the uses spatial panel data model in empirical study of environmental pollution problems. (3) Fixed effect quantile regression panel data model is used to explore the impact of various factors in the different explanatory variables affect the intensity of quantile level trends and patterns further.
