Study On The Behavior Of The Health Expenditure Of Our Government And Residents Under The Background Of "New Health Care Reform"

With the continuous deepening of the new health care reform policy,the analysis of the health care expenditure behavior of the government and the residents is very important to guide the further implementation of the new health care reform policy.On the one hand,through the analysis of the "new health care reform" policy before and after the provincial government health expenditure behavior similarities and differences,to a certain extent,we can understand the relationships between the provincial health care expenditure behavior and the relationships between the level of provincial health care expenditure and indicators which represent the living conditions of the residents.Based on the analysis of the relationships between the health care expenditure behavior of provincial governments before and after the implementation of the policy,we can analyze the influence of the “new health care reform “policy on the medical expenditure behavior among provincial governments indirectly.This is also the work that should be carried out at the stage of continuing deepen the “new health care reform” policy.The paper analyzes the similarities and differences between the provincial government health care expenditure behavior and the changes of the correlation relationships before and after the implementation of the policy.Based on the above results,some conclusions can be made.Undoubtedly,these conclusions will contribute to providing some ideas in solving such a problem;that is to say,at the provincial level,where should be the focus of future reform can be placed as the “new health care” reform policy continues to implement? Thus for the next step,we can optimize the “new health care reform” policy and make the corresponding policies from the provincial governments level.On the other hand,as the residents are the participants of "new health care reform" policy,whether the overall welfare of people who has different levels of demand of medicine resources has improved or not is an important measure of the effective and efficient of "new health care reform" policy.Because the health care systems in urban and rural areas are different,to analyze the impact of "new health care reform" on urban and rural residents who have different medical expenditure level respectively is of vital importance.This is also a crucial point in analyzing the medical expenditure behavior of people in our country scientifically.People who have different levels of the health care expenditure may be affected by "new health care reform" differently,and the real purpose of the "new health care reform" policy is to help those who have serious problems in acquiring medical treatments.So whether the welfare of these residents has improved? Whether the welfare of the people who have different levels of health care expenditure has also improved after the implementation of "new health care reform" ? The answers to these questions are significant in clarifying the direction of the next stage of the "new health care reform" policy and continuing to deepen the effective implementation of the "new health care reform".Considering the requirement of our research,the spatial panel model and panel quantile model are employed to analyze the behavior of the provincial government expenditure and the expenditure of health care of our residents respectively.
