Since the first world war, as a kind of energy, oil is more and more important for industrial and war. As Stalin said, oil is the vital problem about life, because who owns more oil, who can be the dominant of the future war. Who owns more oil, who can command world industrial and commercial.In today's world, energy is the indispensably necessary fuel and power source for developing industry, agriculture, national defence, science and technology and improving people's lives, which is an important material base to the survival of humans. Energy as an important strategic resources, which effects economy and national security, have very important influence for world strategic interests. Energy security is not only an economic problem of domestic safeguarding supply, but also a multi-layered national strategic problem relating to national security, state interests and foreign strategy, also an international strategic problem for the international energy supply and demand and energy geopolitical.With deepening of economic globalization and regional integration, China and India, the two world's largest developing country, gradually rise and their economy develop rapidly, and the contradiction about high demand for energy and relative scarcity of domestic energy is increasingly prominent, so their energy security are very grim. Out of consideration of their absolutly respective energy security strategy, if the two countries each other contend intensly on the international energy field, the result is necessarily that"Two dogs strive for a bone, and a third runs away with it". Therefore, out of sino-indian long-term national interests, only strengthening bilateral cooperation in energy field and forming the common consistent voice, which fit the common interests of the two countries and can reach the"mutually beneficial win-win".
