The Research Of Strategies About Breaking Foreign TBT Through CIQ In The Post Financial Crisis Era

After the financial crisis, international situation is complicated, the growth of world economy and trade is still slow, competition in the international market is getting fiercer, and trade protectionism is increasing. As a covert and stronger barrier, technical barriers to trade(TBT)is becoming a huge obstacle of export trade of our country objectively. Obviously, strengthen the research to TBT, and take active measures to break it, will have great significance to develop export trade of China in post financial crisis era.As its obvious technological characteristic, TBT is in direct connection with almost all activities of the department of inspection and quarantine, which in China refer to CIQ(China Entry-Exit Inspection And Quarantine Bureau), the department under the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China(AQSIQ). It's involved in entry-exit inspection and quarantine attestation and certification and standardization management. Supported by technology, it is playing an important role that other departments can't substitute in the field of breaking TBT.This paper first targets CIQ how to break foreign TBT in post financial crisis era as the basis for the following discussion. For this purpose, analyses the relationships between CIQ and TBT, then discuses in details about existing problems of breaking foreign TBT through CIQ. After analyzing the lacks in inspection and quarantine laws and regulations, standard system, risk assessment and early warning mechanisms, to improve them, it focused on two levels: create a favorable environment for breaking foreign TBT through integrate all internal and external resources of CIQ, improve the ability to breaking foreign TBT through strengthen self-construction of CIQ.Specifically, to Strengthen the export inspection and quarantine system through the establishment of inspection and quarantine laws and regulations, standard system, and the reform of inspecting and managing methods; To improve the technical and testing level and make CIQ powerful and prosperous through the strategies of talents and Science; To make the exports of China meet the international standards or the requirements of the importing country, and avoid falling into the trap of TBT through the establishment and improvement of early warning and monitoring mechanisms and information feedback network system which closely monitor global trends of new TBT.
