Inspection And Quarantine Departments To Deal With Technical Barriers To Trade Issues Research

As of the development of economic globalization and the freedom of commercial trade,the traditional tariff barriers to trade are reducing and vanishing gradually, and somerestrictive measures, such as quotas and licensing, used as non-tariff barriers are alsoweakening. While the technical barriers to trade, i.e. technical regulations, standards,conformity assessment procedures, which are with more concealment, duality, complexity andflexibility, become important measures to protect domestic industries and promote the foreigntrade for each country especially for the developed ones. In recent years, we have a significantgrowing in the textile and light industry. But some developed countries and regions havemade harsh technical standards depending on their technical and economy superiority to limitthe export of our textile and light industry products especially after2008of the globaleconomy crisis and2009of the post crisis era.Inspection and quarantine department is the administrative organ of our country toperform the function of inspection and quarantine on export and import products. It is themain body to develop, implement and resolve technical barriers. They should have the abilityto protect the legal rights during the export trading and guarantee the safety of domesticproduction and the health of our people.This article discussed the basic theory of technical barriers to trade and the currentsituation encountered in our textile and light industry products. It summarized the specificforms of the technical barriers in main countries and analyzed the positive and negativeinfluence of it on our economy. It could cause the increase of the production cost, the waste ofresources and the distortion of trade. But on the other hand, it could promote the structureadjustment of our textile and light industry, raise the consciousness of our people about safety,health and environment protection and pave the way of drafting standard. This article alsotalked about the problems occurred when our inspection and quarantine department dealt withthe technical barriers to trade, such as lacking of our own comprehensive technical barriers totrade, inadequate informing appraisal work, incomplete risk assessment and pre-warningsystem, lacking of regulation and sense of service, imperfect of the organizational structure,the weakness in technical strength, insufficient of human resources. In the end, it brought outthe measurements on technical barriers for our inspection and quarantine department. Weshould establish and improve our technical barriers to trade with Chinese characteristicssystem as soon as possible and focus on the research and development of the countermeasures. At the same time a pre-warning mechanism and emergency response system should beestablished. We should reform the inspection and supervision mode, emphasize onsupervising and service function, strengthen multi-sector connection and form the regionalcoordination mechanism, carry on the developing strategy of technology-focused andskill-strengthened inspection and quarantine department to achieve the effect of weakeningforeign barriers and setting up our owns and promote the development of our foreign trading.
