The comprehensive budget management is a system business management standard and operation plan about the business integrated operation, capital and finance, which is according to the strategic planning, operation objectives and resources of different corporation. The comprehensive budget management is a kind of management tool, and also a systematic management method. The comprehensive budget management is the achievement of schedule work, which can reflect every aspect of the corporation; it is the materialization of the corporation decision and also the foundation to control the operation of the business. The comprehensive budget management relates to the management control sufficiently, which is the business strategy and objectives oriented, with the support of corporate activity and organization, and based on the human, financial and material resources of the corporation. It has significant role for the corporation to pursue the business strategy objective, verify and coordinate the department operation, and evaluate the performance of the operation.The implementation of a comprehensive budget management is a massive and complex system engineering, which is an important method to improve the management level in a company. It is strategic in establishing a modern enterprise management system.IT trade exists high risk and high income. It strives to look for some effective methods of risk avoidance in interior and exterior of the company all the time as it enjoys high income. The comprehensive budget management is an important tool of internal management control for future development of a company.The text is an in-depth research, which is based on the whole process of comprehensive budget management implementation of A Company. It pertinently brings forward the appropriate solution through the introduction of status quo of the comprehensive budget management implementation of A Company. Furthermore, it analyses the problems and weaknesses of the process of comprehensive budget management implementation of A Company from different angles.This text is mainly divided into four parts. The first part is about the background introduction of comprehensive budget management implementation of A Company, which elaborates the basic conditions and characters of trade and financial management of A Company, and which analyzes the cause of the comprehensive budget management implementation of A Company. The author hopes that the research is valuable to the improvement of comprehensive budget management level of small and medium-sized IT enterprises.
