With the continuous development of China’s economy and society,the traditional construction industry is facing the important task of industrial upgrading and adjustment.In particular,the party and the government formulated the "14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Long-term Goals for 2035" from the perspective of top-level design,pointing out that the construction industry has achieved high-quality development and built a new development pattern of strategic deployment,and the construction industry is facing a new task of changing development ideas.In this context,large-scale construction enterprises have gradually introduced comprehensive budget management methods to achieve cost control and business process optimization,but because their development is still in its infancy,it cannot provide model reference for China’s small and medium-sized private construction enterprises,and domestic small and medium-sized private construction enterprises are still in the critical period of transformation from rugged to intensive,constantly facing new problems and challenges.If we want to achieve cost control and business process optimization within the enterprise by establishing and improving the comprehensive budget management system,it is necessary to analyze the actual development status of the enterprise and combine the theory of comprehensive budget management by analyzing the actual development status of the enterprise,and then summarizing the comprehensive budget management optimization mode suitable for small and medium-sized private construction enterprises.However,for a long time,there has been less theoretical research on the comprehensive budget management of small and medium-sized private construction enterprises in China.To this end,by combing the relevant literature of comprehensive budget management methods at home and abroad,this paper selects representative C companies in small and medium-sized private construction enterprises as cases,analyzes and evaluates the implementation status of its comprehensive budget management methods by elaborating the specific model of its comprehensive budget management methods,looks for the causes of its comprehensive budget management problems,optimizes the overall process of its comprehensive budget management,and provides safeguard measures for its comprehensive budget management optimization.In order to provide a reference template for small and medium-sized private enterprises in China’s construction industry to control cost budgets and achieve comprehensive budget management.
