Exploration And Practice Of Eco-industrial Park Based On The Economic Development Of The Sme Cycle

Circular economy (CE), as China's new economic development mode to realizing sustainable development, adjusting current industry structure, raising resource utilization rate and promoting economic and environmental coordination development, is promoted our government. It's main way in the practice is Eco-Industrial Park (EIP) growing vigorously. As the main member of developing circular economy in quantity, small and medium-sized enterprise (SME) is currently encountering obstacles in participating in circular economy and are badly in need of guide from theory research, but the existing related theory researches are less.Using the research methods combining qualitative research and case analysis, focusing on how to enable the SME to participate effectively in the circular economy, this paper conducted the following studies:Firstly, a comprehensive analysis of theory research situation of EIP and virtual eco-industrial park (VEIP) at home and abroad, the circular economy theory, the EIP theory, the virtual enterprise and virtual industrial cluster theory, which lay a theoretical foundation for this paper; Secondly, Combination of theory and practice case, this paper analyzed the limitations of three approaches which SME participate in CE, indicated that V-EIP which combining the superiority of EIP and VEIP is the effective approach for SME to participate in CE, then proved the view by the practice case of nanhai EIP which is V-EIP; Thirdly, this paper conduct the exploration to build V-EIP's organization from three aspects of introducing member of enterprise, organizations structure and the organization operation mode, then analyzed organization building of nanhai EIP from that three aspects; Fourthly, this paper analyzed the complexity of V-EIP's management, point out the possible problems created by the management complexity, then analyzed the possible problems of nanhai EIP; Finally, this paper made suggestions to the possible problems created by the management from management concept,function and mechanism, give advice to nanhai EIP's possible problem.The main conclusion of this paper is V-EIP which combining the superiority of EIP and VEIP is the effective approach for SME to participate in CE. To make SME develop CE effectively, the V-EIP should develop in good condition. So this needs that the management departments of V-EIP are equipped with scientific organization operation mode, clear management function, improved the management mechanism, and also management activities support SME's development in CE in the whole process.
