The existing problems of land-use in Shanghai are mainly as follows: unreasonable urban spatial structure, low concentration of land for construction use and industrial use, and so on. They bring about severe waste of land resources, which goes against the construction of "Four Centers" of Shanghai as an International Economic, Financial, Shipping and Trade center, and the sustainable economic development of Shanghai. To improve land intensive utilization is not only an imperative, but also an important strategic issue which is concerned with taking the lead in transforming economic growth pattern and promoting the construction of a modern international metropolis.Based on the theoretical research results on land intensive utilization at home and abroad, this paper sums up the experience of advanced international cities on land intensive utilization for reference, reviews the measures which has been taken in Shanghai, evaluates the level of land intensive utilization in Shanghai by establishing an appropriate evaluation system and quantitative model, explores the direction in improving land intensive utilization in Shanghai, and offers planning and implementation suggestions for improving land intensive utilization in Shanghai under the guidance of scientific theories.The innovation of this paper lies in:(1) International perspective:Based on the functional orientation of Metropolitan Area and the requirements of strategic adjustment, corresponding measures are put forward for further improving land intensive utilization in Shanghai. (2) The Index System of Evaluation suitable for Shanghai is established, taking Hong Kong, Tokyo and other international metropolises as a reference. (3) The concept of "Smart Growth" running through the paper:More emphasis is laid on the living conditions by learning from the experience of other metropolises. Planning and implementation suggestions for further improving land intensive utilization in Shanghai are put forward.This article is divided into five parts:The first chapter is an introduction, and to describe the background and significance of this study, propose the research methods and direction, summarizes the innovation of this paper, conclude the research of the domestic and foreign scholars in intensive use of land, summarize the research results of the intensive land for shanghai in recent years.The second chapter studies the theory of intensive land use, introduced the "Smart Growth" concept, By summarizing the evaluation of domestic scholars on the theory of intensive land, initially proposed the intensive land evaluation index system for shanghai, and describes the intensification of land evaluation model used.The third chapter describes international experience of intensive land, firstly, to introduce the practical experience of smart growth theory in Portland of America, secondly, to introduce the experience of the land-intensive in Tokyo and Hong Kong, consider the rational planning of urban areas, industrial structure and urban structure with each other, strictly regulate the land market and other measures are the powerful means to enhance the level of the intensive utilization of land.The chapter four reviews the measures for intensification of land in Shanghai, analyzes the status of intensive use of land in shanghai, uses composite index model to evaluate the shanghai land intensive land quantitatively. Propose the index of improving the economic and environmental aspects for enhancing the level of intensive land in shanghai's future.The chapter five uses the "smart growth" concept as the guide, according to the theory and analysis before the proposed intensification of land use to further improve the level of countermeasures, major initiatives include optimizing the layout of downtown structure, enhance the intensive use level of public facilities, adjust the industrial zone, etc.
