China is stepping into the transformation stage that is mainly composed of the new industrialization characterized by the shift of economic growth pattern and Economical Utilization of Resources and the new urbanization aimed to eliminate the city- vallage dual structure and advance urban intensive development. How to cope with resources utilization issues, especially land resources, is one of the difficulties for urban growth and development in China. At the same time, the theory of urban smart growth based on compactness, economy and sustainable development is in the ascendant in West cities. The perspective from economical utilization of land resources, therefore, is chosen to research urban smart growth in China in this dissertation.Based on the analysis of theory and practice of Western urban smart growth, the paper transfers the previous perspective of urban spatial structure to the view of economical utilization of land resources, forms the model of urban smart growth based on economical utilization of land resources and manages to build the evaluating indicator system about the theory. Subsequently, the paper conducts the Empirical Study with a case of Shanghai in which smart growth status in Shanghai is measured and analyzed and Shanghai's urban growth trend is forecasted by scenario analysis, and some significant policy suggestions for Shanghai's smart growth is put forward. The main research results of this dissertation are as follows:â–¡Establishes theoretical framework and a group of indicators of urban smart growth based on economical utilization of land resources. 4 leading components comprises of urban growth capacity, urban growth intensity, urban growth circulation and urban growth efficiency are introduced about urban smart growth indicator system.â–¡Conducts the empirical study with a case of Shanghai by the urban smart growth indicator system. The investigation shows that Shanghai's indicators of urban smart growth are largely higher than others provincial capitals in China. Compared with major world cities, including New York, London, Tokyo, the value of Shanghai's indicators are relatively lower and the growth rate is higher. Differing from the rest of cities in nations that featured speedy extension of built-up area, the pressure on urban growth capacity is very low in Shanghai. So the primary attention should be paid to other aspects of the indicators. Then, Shanghai's urban growth trend is predicted in Status Quo and Smart Growth scenarios respectively.â–¡Proposes the policy design of urban smart growth in governance structure for the purpose of restraining the Shanghai's Kuznets curve of land consumption. Study results confirms the relationship of Kuznets curve of land consumption between land consumption per capita and economic production per capita that should be ascending firstly and descending subsequently and the location of Shanghai's Kuznets curve of land consumption is on the left of the rising route rightly. Finally, the paper draws out the policy suggestion for Shanghai's smart growth corresponding to 4 indicators of urban smart growth.
