Analysis On The Ways To The Protection Of Landless-Farmers' Rights And Interests In Suzhou

Farmland is not only the farmers'essential capital goods, but also their survival and guarantee. While along with the economical development and the process of industrialization and urbanization, the farmland is massively expropriated, and then the unique social class has been formed in China---which is often called landless-farmers. Some problems aroused by land expropriation, such as landless--farmers' living, their employment and medical care, have become the social focus and hot topic during the process of urbanization and have also become the key problem which affects sound development of the national economy and construction of harmonious society. Suzhou Municipal Party Committee and Government attache great importance to landless-farmers' compensation and arrangement. The government stepped in to introduce relevant policies to regulate the compensation, definitude the form and standard of compensation, implement yearly-compensation instead of one-time compensation and raised compensation standard in 2004 & 2007 respectively. Although the government has made great efforts to resolve the problems, there still exits some problems in the protection of landless--farmers' rights and interests owing to imperfect legal system and incompletely policy implementation.Through the site survey, this thesis has profoundly analyzed the present situation of landless--farmers' rights and interests protection in terms of policy and implementation, points out intrinsic reason of the constant damages to the legal rights and interests of landless—farmers' and put forward some corresponding suggestions.
