Evaluation And Control On Expressway Operations Team Capability Risk

In recent years, China's expressway construction has made great progress, but operational management of expressway has not kept pace with the construction. Especially the ability of expressway operation team is uneven,which brings the expressway operation and management of expressway some losses such as caused by asset mismanagement, poor access charges, responsing to the accident or crisis slowly.This article is under the conditions to research the assessment and prevention expressway operations team capability risk.With the principles and methods of risk management and team management, this thesis discusses the expressway operations team capability risk. On the base of at home and abroad research about operations team ability, expressway operational risk the entity behavioral risk research, this thesis presented the characteristics and principles of expressway operation and management and pointed out the main problems in expressway operation and management . At the same time, combining the characteristics of expressway operation team and the definition of personal ability,this thesis defined the ability and ability risk capacity of highway operations team.And from four aspects of the complexity and variability of the operating environment,perfect management system,information asymmetry, inficiency of human resource management,it described he formation mechanism of the risk in detail. Acording to the risk classification, this thesis constructed corresponding risk evaluation index system(including risks of operation monitoring capabilities, traffic scheduling and decision-making risk, risk of technical expertise, interpersonal skills risk, the risk to develop innovation, good moral character cultivation risk, the risk of awareness of serving road users in rule layer and cost-target level completion rate, other income growth rate and so on 21 indicators in operating layer).Then after the comparison between risk assessment methods,I selected a new, practical, highly accurate, high degree of informational risk assessment model named SVM model highway to constructe the model of expressway operations team capability risk assessment, describled the details of the process of using the model to assess risk.Then it applied the model to the case of the expressway operation team capacity risk assessment,get a better evaluation results and demonstrate the feasibility of, scientific and reasonable the risk assessment model.Finally, with the results of risk assessment case analysis, the thesis pionted the corresponding prevention measures against the the expressway operation team capacity risk, for reference of expressway operation team to operate the expressway operation and management.The expressway operation team ability risk assessment model which is constructed in this thesis is a much complete risk assessment system.With specific risk prevention measures, it can achieve its some practical value to be applied to the actual expressway operation team capacity risk assessment.Especially in the expressway operation risks result from the behavior of the entity,it'll make more reference.
