Research On Investment Risk Evaluation Of Expressway Under PPP Mode

The expressway as an important part of transportation infrastructure,has wide development prospects.But the development of expressway project was restricted by the huge investment and long duration.Effective use of social capital with the introduction of Public-Private Partnership(PPP)mode can relieve the government financial pressure and reduce the management cost.Public-private partnership provides the high quality service.However,our country has not formed the expressway projects under PPP mode implementation experience.The risk evaluation system is not perfect.The expressway project investment risk management is especially important.So the expressway projects under PPP mode investment risk to ensure the project smooth implementation has a realistic significance.Firstly,this paper elaborates the research situation at home and abroad,the PPP mode,and the risk of investment related theories overview.The applicability of the expressway projects under the PPP mode is analyzed.The expressway projects under PPP mode operation process is combed.Secondly,based on the principle of evaluation index system design,the characteristics of expressway projects under PPP mode internal and external environment,this paper summarized the main influencing factors of the expressway projects under PPP mode,and established the evaluation index system.Thirdly,this paper introduces the rough sets,statistical learning theory and the theory of support vector machine.This paper reducted the index system by the rough set,eliminated redundant information,then use support vector machine for training of machine so as to build up the rough sets and support vector machine expressway projects under PPP mode investment risk assessment model.Finally,combining the XY expressway project to carry on the empirical analysis,which confirmed the model has certain practicability and application value.
