Research On Risk Management Of PPP Finacing In High-Speed Railways In China

High-speed railway is characterized by large scale investment, long development period, long operation time, complex structure and high risk, etc. PPP project financing is a new financing mode for development of the High—speed railways, which will attract innumerous fund to accelerate development of high-speed railway in China, improve quality and efficiency. Risk control is key point to ensure smooth construction of the High—speed railways and success of PPP financing project. This Paper's is based on integration of PPP project finance and risk control theory, from the aspect of risk control of PPP financing High—speed railways, taking indo consideration of domestic and international High—speed railways PPP financing practice, to make a comprehensive and deep research on risk control to PPP financing High—speed railways financing project.Firstly, This paper analyzed the financing mode of the domestic and international High—speed railways and the feasibility of the PPP project financing, the concept, the characteristic and the typical types. Secondly, it introduces High—speed railways project sources of risk and characteristics, and on this basis to identify and assess the risk factors. And then built up the fuzzy synthetic evaluation model of whole risk of the project financing from the project investor aspect, and specifically analysis this model in High—speed railways PPP project financing. After the determination of major risk, this Paper discussed the principle of risk share and the strategy of risk handling; In addition to analysis the major risk of High-speed railway project financing and control, and put forward some countermeasures and suggestionsFinally, it take the a High—speed railways PPP project in South Chorea as example to analyze the financing structure of PPP passenger dedicated railway project, and to design the risk—sharing and management of scheme in High—speed railway PPP project, summed up the High—speed railways of PPP project financing in China, so as to ensure successful development of High—speed railways in China.
