The Research On Risk Management Of BOT Project Finacing In PDL

There are many characters about the PDL(Passenger Dedicated lines)such as: the scale of investment is vast , long construction period, operating for a long time and the structure is complex, high-risk and so on. BOT project financing is a new financing facilities for the building of the PDL,and attract innumerous money to speed up China's PDL project construction speed, quality and efficiency. Risk management is to ensure the of construction of the PDL and the BOT project financing one of the keys to success. This paper's is to analysis PDL characteristics, BOT project finance and risk management related to the theory, the passenger rail line from the BOT project financing, risk management point of view, the combination of domestic and international passenger line BOT practice, the passenger line on China's BOT project financing Risk management issues in a more comprehensive and in-depth research.Firstly, This thesis analyzed the PDL characteristic and the feasibility of the BOT project fiancing, the concept the source and the characteristic and the signality. To take the BOT Project of the TaiWan high-speed railway as example,analyzed the fabric of BOT in PDL normally.Then author introduced the risk's concept, characteristic and the management, as far as PDL is concerned, and analyzed the risk 's characteristic, the source and classification.Finally, by typical cases induced the main risk factors of investors and practice fuzzy dusting analysis it, which laid the foundation of carrying on the risk management.After risk identification, we are carrying out risk assessment.This thesis studied the assessment of the single risk and the whole risks of the BOT Project Financing in PDL.Given the concrete assessment index sign and methods to the political risk and economic risk respectively as the single risk, then built up the fuzzy synthetic evaluation model of whole risk of the BOT Project Financing from the Project investor angle.After the determination of maie risk and its level,this paper analyzed the risk handling mechanism of BOT Project Financing, discussed the principle of risk share and the strategy of risk handling;Respectively from two aspects of the Project core risk and the Project environment risk discussed the method and measure for various concrete risk of the Projectparticipate;Build up the risk handling system with contract, guarantee and insurance for main means; analyzed the existent problem on our country BOT Project Financing risk management and put forward to correspond the countemeasure and suggestions on the the risk management in my country's PDL.Finally, take the a high-speed railway BOT Project for example, I analysis the structure of the BOT Project in PDL normally, and And design the high-speed railway BOT project and management of risk-sharing program, summed up the high-speed railway of BOT project financing in PDL , in order to ensure China's construction of the PDL perfectly.
