Shandong Huaihai corporation owning the fixed assets over 30,000,000 yuan, sales Over 80,000,000yuan,558 workers,is the one that is good at construction and sales, and is considered one respecting credit as well as contracts.The corporation starting from 12 workers to 558 workers at present,has become the one committed to operating construction and management,esp.between 2000 and 2008,the corporation developed rapidly,and is the top one now in the field about construction and sales. However, The method of the human resource management expressing poor contributed to our research on the reason falling behind. With our hard work for 2 months, we found the main reasons and experience. Based on the knowledge and research, we gaved the solution.Performance management is the core of human resources, whose purpose is to let the enterprise is "do the right thing", but also "correct work" to promote the whole improvement of the enterprise performance. Its essence is to inspire people's initiative and enthusiasm by the proper performance management and to develop the skills and enhance the level of personal and organizational performance in orderto make efforts to complete the task, realize the goal you set for managers. As the company is state-owned enterprise and lies in the enterprise restructuring stage. What is more, fully market-oriented performance management way is not suitable for the performance management, the traditional method which stand out financial index is not beautiful. Since the beginning of 2009, the turnover of Huaihai company dropped significantly. Demonstrated, the enterprise finally decided to adopt modern performance management methods----balance scorecard.Based on balance scorecard system, this paper focuses on researching the problems of Huaihai company by survey method, the literature analysis method and standard analysis method and so on. This paper mainly discusses four aspects, including finance, customer, internal process, learning and growth,By understanding the actual problem which the Huaihai Company appeared in the management of human resource, a set of new policy of strong practicality, the new scheme has been established. Thus, the company designed to reach the effect, improving the backwardness of Huaihai Company in performance management, improving the staffs work enthusiasm, increasing the vigor of the work. By reseach, we fully realized that enterprise should particularly select the most suitable performance management mode for itself. In performance management, we should not only pay attention to financial index, but also to focus on the financial indicators.Only in this way will enterprises develop scientifically and orderly. The excellent experience will also have a lot of reference for the other enterprises which have similar problems. Therefore, this research is relatively high theoretical and practical significance.
