Studies On Rural Public Goods Supply In The Period Of People's Commune

The thesis targets at studying a set of financial accounting books of rural production teams in the period of People's commune. This set of accounting books is stored in Research Center for Chinese Social History, Shanxi University. Its content is the production brigade's situation of the organization production and membership life of the village C, Wenxi County in Shanxi Province from 1972 to 1979, involving the cash income and expenditure, physical receipt and payment, accounting of work points, financial transactions, deposits and loans and so on.After making the systematic arrangement, statistics and analysis towards the accounting books, the author also conducted the field research of village C, interviewed and consulted the literature review. Firstly, the thesis dwells on the topic of "study on the conditions of the Chinese rural public products supply", making an analysis on the income and expenditure condition of village C in 1972 and introducing the production and life background of village C's production brigade under the people commune system, including the brigade and its subordinate two production units' population, households, labor number, fixed assets number, productivity level, production of natural condition, main income items and amount, major spending projects and amount, income distribution and so on. Secondly, the thesis attaches importance to making an analysis on some financial items, including the accumulation funds, public welfare funds, management fees, loans and the rural public products supply and other expenses, in order to have a knowledge of the general situation of the Chinese rural public products supply in the period of People's commune. Thirdly, utilizing a great many oral historical materials and consulting the relevant guidelines and policies towards the Chinese rural public products supply set by the central-local government, the thesis is an attempt to analyze the general situation, financing channels, production management mechanism and supply effect of village C's public products supply. As a consequence, the author drew a conclusion that the single main supply of the rural public products and the narrow financing channels directly led to a serious shortage of the rural public products supply in the period of People's commune. Meanwhile, we can also found that the highly administrative and organizational people commune system made the rural public products supply at that time realize the most effective use of the limited resource under the low level of productivity, which alleviated the predicament of a shortage of the rural public products supply to some extent.The salient feature of this thesis is the arrangement, analysis and explanation for the original material. In the course of studying, the thesis employs the several research methods of different subjects, including the application of the field research in sociology, the econometric and statistic theories and the historical materials analysis method. It is hoped to understand and have a thorough grasp of the accounting books more accurately and to reveal the real situation of the rural public products supply. Meanwhile, the author also referred to some local Chronicles and literature, which can enable us to put a small production team of production and life into the big history background to understand and grasp. Even though this rural production teams the thesis studies are very common, but they also possess typicality in the period of People's commune system. The author expects that the exploration can exert an influence on the micro-study of the Chinese collectivization subject.
