China is a country which has a population more than 13million, while edible oil has always been essential goods of Chinese people, and it goes without saying that China becomes the large consuming country of plant oil and fats. With the accession to WTO, China's agricultural market become more and more closely linked to international agricultural markets. While facing a time of uncertainty, it becomes an important area that need to adjust the coping strategies at any time. Although in recent years, our nation has pay great attention to agricultural development, the need of basic food self-sufficiency has been met. The international capital crash into Chinese oil market as the opening of agricultural markets, which cause huge impact. The most obvious phenomenon of this impact is that we become a country that has the largest import of soybean from an net exporter of soybeans during the past few years in the world. Our dependence on foreign oil and steadily keep on rising, the situation has become more critical, which have affected the country's food security seriously, and we have to take urgent measures. The security of plant oils and fats has become a matter of national strategy of new topics after the global oil security and food security.In this paper, the author takes the dependence on foreign oil market as a starting point and analyse the market situations of plant oil and fats market at present with methods of empirical analysis, theoretical analysis and mathematical statistics. After Summed up the impact of oil and fats on China's grain security,author make prediction.Finally, the author put forward the solutions to excessive high dependence of the foreign oil market after thinking from companies from the macro level and micro level proposed for the fuel oil market respectively, they are: not only the government should pay attention to play a regulating role, but also the national enterprises themselves should actively seize the market,the author wish this paper can play a guiding role for national enterprises related. Although current situation of plant oil market of China is not optimistic, but the author believes that the situation of excessive dependence on foreign oil market can be changed through the joint efforts of all.
