Toll Road Fees Problem And Its Countermeasure Research

The toll road was born with the stampo of the community economy. And its birth, flourish and declination is more like a economic course than a historical one, in which the economy plays a great part. The research on the toll road involves many fields such public economics, public administration, micro-economics and so on. The problems from the toll road reflects lots of policy issues, social and economical problems and need to be investigated thoroughly. The author of this essay does an exploration on the economical and political reasons why the problems emerge by analysing the public and economic attribute of the toll road.The author does some comparative studies on the costand benefit, social goods and monopoly products, development of road and social welfare , govornment cotrol and operatingcharges. The author tries to find a solution to achieve Pareto improvement in the areas of geographical distribution and resource utilization, as a result to put economical and social development on a scientific track, optimize the social efficiency, and increase the size or number of social total welfare.
