Constructing road using loan and charging to repay loan is a very important policy to speed the development of road construction. In a way, it solved the problem of road construction fund scarcity and promoted road construction of urination. Toll road facilitated the progression of road industry. It improved the quality of traffic network. It played important role to dull traffic congestion problem. It can improve investment environment and develop nation economy also. With the development of national economy and traffic network, our country's toll roads policy is changing and some problem of toll road is emerging. We must research and solve this problem, or it would affect the development of road industry.Based on the questions with big background, this paper is trying to solve those by acquainting with the theories of the highway (bridge) toll system and applying the methods of macroscopic economics and the management. Firstly, the concept and the classification of the toll road,domestic and overseas toll road development career and development policy evolution are introduced and analyzed. After that, the key problems of toll road existence currently in China are summarized. Secondly, some methods are provided to solve the problems on the basis of analyzing them, which can help the toll road policy further playing. Lastly, the tendency of the development of Chinese toll road in the future is put forwarded, on the basis of a large research on the toll road development in overseas.Through the research, the writer hopes the result can provide theory reference and policy reference for government to formulate toll road policy.
