Russian Energy Policy Adjustment On The Sino-russian Energy Cooperation

As the world's major energy producer and exporter, Russia has attached great importance to the Russian energy industry and formulated a series of energy strategies. During the Yeltsin time, Russia hoped to get rid of economic difficulties and realize transition with the help of Western countries, so in the energy sector took a"pro-Western"policy. Accordingly, the energy policy was not able to make considerable progress in the cooperation of energy between China and Russia. In Putin period, as the improving situation of domestic economy and the rising international oil prices, the Russian government began to implement the multi-faced energy diplomacy which leads to progress in the Sino-Russian energy cooperation in spite of the emerging problems. In order to deal with the impact of the international financial crisis,"the combination of Medvedev and Putin"made a series of energy policy adjustments and shifted the focus of energy strategy to the east. This provides the opportunity for Sino-Russian energy cooperation which made a breakthrough in the financial crisis.
