Tax payment service hall, taxation website and 12366 taxpaying service hotline are tax payment service platform established by State Administration of Taxation. How to build these platforms and provide quicker cheaper service is a new task faced by taxation administration. This paper analyzes the tax payment service platform construction in recent years of Weifang taxation using systematology, methodology and practice theory. This article offers the theoretical and practical direction for platform construction of Weifang taxation. Now, the platform standardization construction has been widely used with significant effectiveness. More than 75,000 tax payments have enjoyed the convenience from the platform standardization construction.Starting with tax payment service theory and development of tax payment service at home and abroad, the article presents the objective, task, content and rethink of tax payment service platform standardization construction combining the actual situation of Weifang City with working plans on tax payment service of superior departments. In view of tax payment service hall standardization construction, the paper analyzes the international trend of the construction—simplifing layout, expanding the functions and sharing resource. On the basis of system and principle of tax payment service hall construction, the paper puts forward a conception named "eight standardization ". With tax payment service hall as major hubs, this kind of working model will accomplish resource sharing and service extending and thus improve the compliance of tax payment and administration image. In view of taxation website, the article states the function of foreign website and presents an view of website standardization construction in making government affairs public, consulting and managing. Combining with the "QQ answering" and Inquiry System for AEA (administrative procedures for examination and approval), the empirical analysis on extending function of website has been performed. For 12366 taxpaying service hotline, the article puts forward a total of 8 proposals in standardization construction aiming at making human-based service.
