Research On Optimizing Rural Payment Service Environment In Ningxiang County

With the continuous advancement of new rural construction,the level of economic development in rural areas have been continuously improved in recent years,and the income and consumption level of farmers have been greatly improved,and the use of money has been changed significantly.However,the existing payment service environment in rural areas is relatively lagging behind,then it is difficult to meet the increasing demand for payment in rural areas.How to optimize the payment service environment in rural areas has become an important issue.Based on the guiding ideology of PBC,s document:About Promotion of deepening the construction of rural payment service environment,the thesis put forward to the connotation of the payment service environment in rural areas,which included the improvement of rural payment system and the service for the main body in the system.Then the thesis build a five-demand analytical framework,including payment tools,payment system,pay the supply subject,pay the demand subject,pay the regulatory subject.It analyzed the rural payment service environment in Ningxiang County from the five points of the payment equipment layout,the payment system access,the distribution of bank outlets,the number of enterprises and individuals,the main approach of the regulatory authorities,then found there several problems:(1)New payment tools are lack of publicity and innovation;(2)Rural outlets are not fully accessible to the payment system;(3)The bank coverage is not enough,and the service is insufficient;(4)the rural residents have limited acceptance of the new payment instruments;(5)Supervision system design is not mature,decentralized supervision and lack of authority.The thesis compared the experience of Gansu,Fujian and Nanjing,combining the economic characteristics of Ningxiang County,the proposed several proposals:First,to increase the non-cash payment tool promotion,to form a characteristic non-cash payment product system,and to improve the rural non-cash payment promotion policy environment;Secondly,to further promote the rural network to access to payment system,and to optimize the cost and function of the payment system;Thirdly,to encourage financial institutions increasing network construction,to form a good atmosphere of rural financial services competition;to develop multi-functional convenience service stations;Fourthly,to strengthen the rural payment policy publicity and training to fully understand the rural residents' demand;The last,to establish a high equality supervision system framework,to clear the payment supervision subject,to improve the rural payment supervision.
