Anti-dumping is developing from basic remedy means against unfair trade to a successful tool for protectionism. With the pace of economy globalization and WTO established, the global trade duty rate is declining and untraditional trade barriers are not used as often as before, which can spur the usage rate of anti-dumping as an important tool for trade protection. In some degrees, we are facing the crisis of anti-dumping overflows now.The anti-dumping overflows have already made serious influence on export for China. The data statistics shows that, between the year of 1995 and 2011, China was the key target of anti-dumping from others. The anti-dumping to China caused huge economic lost which is badly affect the development of China's economy.The serious anti-dumping overflows are essentially due to the political economy reasons.This paper aims to discover the real name of anti-dumping as a protection tool, in further, provide some constructive coping strategy to fight back worldwide anti-dumping overflows.In Chapter One, it introduces the background of the related academic study and the meaning of study to the topic as well as the basic idea and study context. In Chapter Two, it discovers the nature of anti-dumping from the point of political economy. In Chapter Three, it shows the new features of anti-dumping overflows, such as the increasing numbers of country who owns its domestic anti-dumping law, the overall trend of worldwide usage of anti-dumping is moving upward which is also effected by the force from several main anti-dumping user, more and more developing countries is placing themselves in the line of anti-dumping usage. In Chapter Four, it analyzes several elements which play key role in driving the usage of anti-dumping and pushing the anti-dumping overflows. In Chapter Five, it provides several pieces of advice to deal with the crisis of worldwide anti-dumping overflows, such as pushing the pace of WTO rule reform, making full use of WTO dispute settlement rules to fight with anti-dumping,adjusting the trade policy and marketing strategy to the current situation.
