In Chapter Four, it analyzes several elements which play key role in driving the usage of anti-dumping and pushing the anti-dumping overflows. In Chapter Five, it provides several pieces of advice to deal with the crisis of worldwide anti-dumping overflows, such as pushing the pace of WTO rule reform, making full use of WTO dispute settlement rules to fight with anti-dumping,adjusting the trade policy and marketing strategy to the current situation.
