A number of extreme weather events caused by greenhouse effect broke out frequently around the world in the new century. Global warming, sea level rising and deterioration of the living environment of animals and plants are threatening survival and development of mankind. That the world is increasingly warming has been confirmed, According to the current trend of global temperature change, in less than a hundred years, the average global temperature may rise by 6 degrees Celsius, which means that more than 30% of the species will disappear forever, and the land in an area will be further eroded by the sea, which will be irreversible events. So, this is our last chance for us to save ourselves.Continuous emissions of six kinds of greenhouse gases, mainly carbon dioxide based is the main reason for global warming, which were exhausted from energy consumption of all kinds of fossil after the Industrial Revolution, so the key to addressing climate change is to make a significant reduction of fossil energy consumption. However, the fact is that most of the concentrations of greenhouse gases are increasing, and the fact is that methane, nitrous oxide and carbon dioxide concentrations are reaching a new record since the Industrial Revolution. We only have one earth, so the environmental problems caused by greenhouse effect cannot be ignored any more. We must take appropriate measures to them and assume the responsibility of energy conservation.In our country, with the rapid economic development, carbon dioxide emissions in China show a trend of rapid growth. In 2007, China has surpassed the United States of America, and became the biggest carbon dioxide emissions country in the world. Emissions of carbon dioxide into the atmosphere are more than six billion tons. Admittedly, in the past 30 years or even longer period of time, the rapid economic development in our country cannot be separated from the application of coal energy. Today, the economy in our country is growing faster and faster year by year. Now China is in the process of industrialization, which must be accompanying by a huge demand of the usage of energy, but inefficient output. If we do not change the model of economic development, carbon emissions will continue to increase little by little, and the economic development will depend on coal resources more and more strongly. Then it will be very difficult to remove China's blame because of carbon dioxide emissions and we will held responsible for global warming in a long period of time. This is not the result we want to see, and also that doesn't match the good international image we always have, so we have to find a breakthrough in changing the status quo of carbon emissions in our country, to find out an effective tool for our own development.Carbon tax is the abbreviation of carbon dioxide emission tax, which is based on carbon dioxide emission. Carbon tax has the functions of energy saving, adjusting energy structure and promoting mode shift of economic development, which have been verified by the countries that have introduced carbon tax. If China starts to levy carbon tax, carbon fuel price will inevitably rise due to the increased cost of production. According to Western economic theory of supply and demand, we can know that then the demand for commodities prices will fall, and the consumers will purchase alternatives. As a result of that, the carbon fuel sales will fall down, leading to the falling of carbon emissions, and achieve the emission reduction goal. According to the requirements of "Bali Roadmap", in 2012, developing countries have to join the ranks of greenhouse gases emissions. At that time, China will face greater pressure from international world. The world in response to global warming will change into a new stage. International cooperation and international constraints will be further strengthened. As a permanent member of UN, the world's largest developing country, the world's most populous country and a responsible country, China should introduce the carbon tax, in order to contribute to reduce global warming, obtain the initiative and say in a new round of meetings of environment and energy, and maintain our good international image in the world.This thesis starts with the bad consequences and environmental problems caused by the greenhouse gases emissions. Through the descriptions of current situations of the mode of economy development, carbon dioxide emissions, energy production and consumption structure in our country, it reveals the urgency to levy the carbon tax for China. By introducing the carbon tax, related concepts and theoretical basis, countries which have introduced this tax, and their international experience, we have a more in-depth understanding of background related knowledge of carbon tax, to lay the foundation of the carbon tax system design of our country. The carbon tax system framework design proposals for our country is the focus of this article, and this part is also the very important basis of imposing the carbon tax in the future, mainly introducing the carbon tax design principles, carbon tax design scheme of the elements, and gives some suggestions to the process of the carbon tax in China.
