Since the inception in 1967, as the only regional organization in Southeast Asia, ASEAN's economic strength and political status have risen greatly, being coupled with its increasing influence on the international stage. Based on scrabbling for power and interests, the world's major powers spread out heated contest in this region. The purpose for ASEAN to sound as a whole in the international arena is to free itself from a few big powers'control, and to play a leading role in Southeast Asian regional affairs. This paper typically investigates the development of ASEAN-China relations in the regional cooperation of East Asia, and the ASEAN Strategy of Power Balance which impacts greatly on Asian-Pacific regional affairs.After entering into the 1990s, the world's political and economic situation has undergone a fundamental change. In Southeast Asia, the ASEAN member countries are relatively backward developing countries, but with its own joint, it has become an indispensable force in the international arena. Regional powers, such as the United States, Japan and China, inevitably strive to improve the partnership with ASEAN, trying to strengthen cooperation in the political, economic and security fields for playing a leading role in Southeast Asian Affairs. As a whole, in the problem of ASEAN-China relationship, it shows significant handles:making full use of Chinese peaceful rise in the South-East Asia economic and political development, and establishing a comprehensive regional cooperative relationship with China, as well as introducing other powers to balance the Chinese power in the South-East Asian region.The reason that ASEAN-China cooperation shows a dual nature is it insists a power balance in promoting regional cooperation. The core of ASEAN's strategy of Power Balance is relying on the power of major countries in Southeast Asia to balance and prevent any country from being too strong, with the purpose to achieve a peace and stability in Southeast Asia region. The strategy is a special tool for the ASEAN to deal with international relations, and is also an expedient that has been considered synthetically by ASEAN member countries. To become dominant in Southeast Asia, they must get rid of other powers'control and be independent of regional affairs. Considering that the ASEAN itself is relatively weak on its own strength, combined with the competing forces of regional powers, ASEAN focuses to balance the relations between powers as the mediation, and masters the ownership of Southeast Asian affairs ultimately.With the strategy of Power Balance, ASEAN always efforts a balance between the regional strengths. Compared with the strategies that other powers persist to the ASEAN, China-ASEAN partnership still exist many problems, such as:political and economic cooperation developing rapidly but without depth, relatively backward in military security cooperation, cultural exchanges lacking of core competence, South China Sea dispute and other historical issues that have always constrained bilateral relationship. The cause of these problems lies not only in China and ASEAN's own development problems, but also in the impact of the international situation. The similarity of economic structure, the "China threat" theory that being always present, sovereignty dispute over the South China Sea, and regional power constraints, such series of factors determine that the China-ASEAN relations have a long way to go. Because of the complexity of the situation in Asian-Pacific region, the China-ASEAN partnership under ASEAN strategy of power balance is becoming more complex. The ASEAN, depending highly on Chinese economy, turns to seek cooperation in the political and military with the United States and Japan to balance the big powers. In this scenario, what this paper focuses is to breakthrough various concerns and alert, to realize and deepen bilateral cooperation of the strategic partnership for a permanent peace and prosperity.To solve the above problems, the paper makes a study for relevant countermeasures to develop China-ASEAN partnership under ASEAN's strategy of balance power, including the following:First, to carry out military and security cooperation, and properly solve problems left over by history, especially the South China Sea disputes. Second, to consolidate political relations with ASEAN and strengthen mutual trust. Third, to improve the construction of China-ASEAN Free Trade Area, and actively cooperate in energy, financial and other fields. Fourth, to accelerate the construction of Chinese soft power and deepen cultural exchanges. Fifth, to confront and properly deal with the relationship between powers outside ASEAN. It's necessary to actively support the ASEAN to play a leading role in the integrated process of East Asia, and to improve relations with the United States and Japan, playing a "stakeholder" rather than a "interests competitor" in Southeast Asia to jointly promote stability and prosperity in the Asian-Pacific region.Currently, there are many theoretical discussions about the relationship between ASEAN and other powers, the research of China-ASEAN relationship also made some achievements. But the discussion of China-ASEAN relationship under the perspective of ASEAN-Powers relationship is rare. This paper starts a systematic analysis on the China-ASEAN relationship from the perspective of ASEAN-Powers relationship, aiming at providing a reference for the China-ASEAN partnership. However, with the imperfect research at home and abroad, it cannot make a comprehensive and in-depth study on this issue. But in the author's opinion, studying for the subject of China-AEAN relations among the ASEAN and major powers has a referential significance on how to deepen the China-ASEAN partnership, which makes it necessary to develop a thorough study.
