The long-lasting dispute on the efficiency-and-equity relationship mainly lies in the different approaches to analyze issues as well as the divergent interpretations of the differentiation between efficiency and equity. The disputers uncompromisingly insisted on their own standpoints, consequently leading to two extremes of understanding: theory-oriented and empiricism.To avoid such extremity, the paper attempts to present a brand-new visual angle in the analysis of this issue. On the one hand, efficiency and equity set in the particular background of Communist Party of China being in power, such dialectical research methods are included as combining theory with practice, history with reality and generality with particularity. On the other hand, starting with the concepts of efficiency and equity, viewing the historic procedure of CPC in power and listing as the breakthroughs"three dimensional rural issues (country, farmer and agriculture)", area problems, etc, the author analyzes various factors affecting the relationship between efficiency and equity, trying to set up an objective judgment to effectively solve problems with the e-e relationship.In conclusion, what is presented in the paper, to some extent, not only brightens our vague understanding of the e-e relationship in theory, but also serves as a methodology guide to different problems CPC comes across in practice.
