Since the outbreak of the financial crisis, cultivate and develop the strategic and emerging industries to become the world change from passive to active, to seek a new engine of economic growth focus. The strategic and emerging industries has become the government, business and academia touted "new favorite", in various fields set off a "full swing" investment boom, how to guide the economic growth of this new power source to play a real role is inseparable from discussing the sticking point of the enterprise. The enterprises which enter into the industries has always been a hot research areas in traditional industry organization theory, which is a core element of market competition mechanism to run effectively. The enterprises which enter into the industries can remain competitive, and promote industrial efficiency and achieve optimal market allocation efficiency and long-term economic growth, and also play a regulatory role on demand growth, technological progress, price changes and employment growth, etc. From a national perspective, who can make a difference in the strategic and emerging industries, who will be able to grasp the global economic and technological development of cutting-edge trends in the future of the fourth industrial revolution period. From a regional perspective, who can be occupy a seat in the national map of the strategic and emerging industries, who will be able to achieve a breakthrough in the transformation of the economic development model. From a enterprise perspective, who can enter into the strategic and emerging industries which full of prospects and broad market, who can become the industry-standard setters and tasted the sweetness of the battle for market share.In this paper, to the background of the strategic and emerging industries, at first, we build a present value of theoretical model framework which about the factors affecting firm enter into the strategic and emerging industries, and then use the 2000-2009 high-tech industries of sixteen sub-sectors and the relevant regional data of high-tech industry, through counting models by different sub-sectors and firm size group estimated the impact of micro-enterprises and institutional factors to enter the strategic and emerging industries. And through the dynamic panel model estimated the impact of micro- and macro-, institutional factors to enter into the strategic and emerging industries. From a practical perspective, this paper helps to more clearly understand the behavior and its laws of enterprises entering into the strategic and emerging industries, and also helps to establish and perfect the market competition mechanism of the strategic and emerging industries in China. And further provide a reference for government to develop scientific and rational micro-and macro- policy. From the theoretical point of view, this paper greatly enriched the theory of industrial organization analysis of the behavior of enterprises enter into the strategic and emerging industries. Furthermore, it offers the empirical evidence from transition economies such as China, and which provide a reference for comparing the behavior of firm entering with the maturity of the different markets.This paper is divided into six parts according to the content as introduction, literature review, theoretical research, analysis, indicator selection and data description, empirical testing, conclusions and recommendations. The first part is introduction. It generally describes the background information and the significance of the research in the theoretical and practical aspects, followed by a brief description of the research contents, ideas, methods and the main innovation and deficiencies.The second part is literature review. It systematically organizes some theories related to the behavior of enterprise entering, and carries out detailed analysis to such research conducted by the domestic and foreign scholars on the behavior of enterprise entering and its influencing factors, which undoubtedly provides a good reference to this paper.The third part is the theoretical analysis. Based on the theoretical model of foreign about enterprise entering, it constructs a new theoretical model for the analysis of China's enterprises entering into the strategic emerging industries. Besides, it proposes a theoretical hypothesis as how macro-environment, industrial environment and the institutional environment affect the behavior of enterprises entering and such hypotheses remains to be tested.The fourth part is the selection of indicators and data description. It first elaborates the environmental, institutional and macro-environmental factors which influence the behavior of enterprise entering; then it specifies the source, selection and processing methods of the various factors.The fifth part is an empirical analysis of the influencing factors of the behavior of enterprise entering into the strategic and emerging industries. First, it describes the status and trends of the different industries, regions, sizes and number of enterprises entering according to the data from the high-tech industry, and possible causes as well; and then tests the influencing factors by the counting model and dynamic panel model. Due to different economic environment and industry characteristics, the factors influencing the entering of the manufacturing and services industries and the strategic emerging enterprises are not the same, and the direction and extent that different macro, micro and institutional factors may affect is not the same, either.The sixth part is the conclusions and recommendations. It generalizes the factors which influence the enterprises entering behavior of emerging industries from the result getting from the fifth part, so as to verify whether this hypothesis is established, and through the main conclusions, this paper also provides appropriate recommendations.
