With the development of China's financial industry, especially in the background of China's economy in transition period, it is emerging a trend on Comprehensive operation of banking, securities, insurance and other business areas in China's financial industry, which Proposes new requirements on banks' innovation-development and management, at the same time, raised new challenges for China's current separate supervision system. Comprehensive operational problems caused widespread concern. In 2005, the Fifth Session of the Sixteenth Central Committee of the Chinese Communist Party had passed CPC Central Committee on national economic and social development eleventh five year plan suggestion that put forward clearly promoting financial industry comprehensive operation pilot steadily. Comprehensive operation of China's financial industry was officially put on the agenda. However, when the comprehensive operation practices of commercial banks in China were carried out in full swing, Citigroup and UBS who were internationally renowned leaders in comprehensive operation gradually sold its business. This had to cause our reflection on promoting comprehensive operation in China's financial industry, copy foreign mode or summarize its experience and lessons by analyzing the evolution of Citigroup and UBS in depth, and combined with the actual situation of China, reselect the suitable comprehensive operation road for China's financial industry, to achieve effective supervision of comprehensive management of financial industry under our existing legal framework, which is undoubtedly a problem that we urgently need to study.Commercial banks are the main body of China's financial system, so the article focuses on the comprehensive operation of commercial banks. In this paper, two aspects from theory and practice will be analyzed, using the research methods of comparative analysis and empirical analysis, summarize its experience and lessons by analyzing the cases of Citigroup and UBS in depth, combined with the actual development of China's commercial banks, to explore for a comprehensive business model and path of China's commercial bank and the regulatory framework and specific measures. The main content of the paper as follows:The first part is an introduction. This section describes the background and significance of the topics. The current research situation on comprehensive operation at home and abroad is reviewed.The second part is the definition and theoretical analysis of comprehensive operation. First, the definition of comprehensive operation and its difference with the mixed operation will be defined. Then present the two typical modes of comprehensive operation. Finally, the theoretical basis for comprehensive operation of commercial banks is described.The third part is about learning from experience of comprehensive operation of .Citigroup and UBS. To the evolution of the business models of Citigroup and UBS as examples, review the historical process of the west financial industry from the mixed operation to the separate operation and then comprehensive operation comprehensively, which provide effective support for this study. Analyze the economic and institutional background of the evolution of Citigroup and UBS's business model dialectically by reflecting on the evolution of their business model. Reflect on what is worth to learn for the comprehensive operation of China's commercial banks on the basis of summarizing their experience and lessons.The fourth part is about comprehensive operation status and development process of China's Commercial Banks. This section analyzes the failure of mixed operation in-depth on the basis of a comprehensive review of the mixed operation course of China's commercial banks from the late 1980s to early 1990s. Then analyze the comprehensive operation practice of China's commercial banks in recent years, summarize the achievements and experience gained and analyze the problems encountered in practice and factors restricting to further deepen and advance.The fifth part is the strategy to improve comprehensive operation of China's commercial banks. This section will build the strategy to promote the comprehensive operation process of China's financial industry on the basis of in the existing literature research. The development path and specific measures of China's commercial banks should be explored under the framework of the financial holding company from the present point of view. With the comprehensive operation practice promoted step by step, China's commercial banks promoting comprehensive operation should focus on the principle of enhancing the core competitiveness rather than consuming it. Finally, review the history of China's "separate operation, separate supervision" since 1994, analyze China's financial regulatory reform issues at this stage of exploring the comprehensive operation of financial industry. To avoid regulatory loopholes, protect economic and financial security, "Comprehensive operation, unified regulatory" is the inevitable choice of China's financial regulatory reform.The innovation of this paper is as follows:first, the paper takes Citigroup and UBS as the starting point, combines with the actual development of China's finance, and stereo perspectives China's comprehensive operation. Putting forward exercisable mode, path choice and countermeasure proposal from the perspective of the commercial bank has certain innovation. Second, it studies financial regulatory reform on the trend of comprehensive operation, proposes a new regulatory model for the challenges with the theoretical innovation. The shortage of the paper is as follows:on the one hand, the analysis of the paper is not deep or complete enough due to limited time and the level of individual studies, on the other hand, the selection of indicators will inevitably be biased and the analysis of the data will be impacted due to limited data collection.
