| Since the late 20th century, Science and technological infrastructure construction in the world get widely attention. As the public service product which is provided by the government, infrastructure for R&D service platform has made great development. At that time, it is important to build a service-oriented government under the reform and opening further development and economic system reform in China. Under that circumstance, a social platform for public service was build.Shanghai public infrastructure for R&D service platform was constructed on 2004.The platform has taken shape and developed into one of the representative technological public service platforms during 7 years. To adapt the overall planning of Shanghai for science and technology infrastructure, functional innovation is necessary to achieve the diverse needs of the technological public service in the new era.This paper divides into six parts. The first part is the chapter one, which introduces the background, the purpose and the meanings of the selected topic, the history, present situation and frontier problems of the study on this topic. The second part analyses the function orientation and function innovation of the platform. The third chapter explains the subject and target of the function innovation, going with the necessity of the innovation. The chapter four elaborated on the platform of Shanghai. Study the necessity of function innovation and its existing function, Combination of different parts of the R & D public service platform in the government position, the platform structure, and function on a comparative analysis. The fifth chapter select one Incubator of one district in Shanghai for example to analysis its function innovation achievements. The sixth chapter explores the innovation strategy for Shanghai R & D public service platform from the perspective of the government. Conclusion of this paper generalizes the main ideas, conclusions and points out what needs to study deeper. |
