The non-standard manufacturers often lack the standard operation and a unified industry standard, and due to the customers'demand are being adding random, these manufacturers have the following characteristics, random orders, rich product type, complex structure of product, flexible production and so on. Which are the causes of complexity of man-hour management. Man-hour management is a basic work in all aspects of production system, which plays a fundamental role. At present, the research on man-hour quota for the non-standard manufacturing is not very enough, and the traditional methods tend to focus on standard manufacturing enterprises, so man-hour management in non-standard manufacturers is very hard that is low efficiency and accuracy. Barriers to man-hour management bring a series of problems for non-standard manufacturing, production planning schedule is unreasonable and variability, capacity cannot be accounted effectively, the manufacturing cost is difficult to estimate and control accurately and product delivery is difficult to determine and guarantee accurately. These problems are serious impact improvement of management of non-standard manufacturing enterprise, so research on man-hour quota for non-standard manufacturing is necessary.This paper builds the man-hour quota standard method for non-standard manufacturing (the method is called re-fixed man-hour units) and the man-hour calculation model (the model is a application model for man-hour quota standard) which is based on re-fixed man-hour units method (RFMU). The RFMU method is a setting process of man-hour quota standard essentially, which sets the process of parts of products as the smallest unit called man-hour quota unit. These man-hour quota units are grouped for similarity. Then a few regression models are established by the method of support vector regression machine in each group. The man-hour calculation model is a man-hour standard application model which is established by the RFMU method. The core of this model is to forecast the group of new man-hour quota units by the method of decision tree, and match the standard regression formula which can be used to calculate the man-hour of those new units. The man-hour calculation model is used to establish a common and easy-to-fixed method for non-standard manufacturing enterprises.At the end of this paper, the method and the calculation model is being measured and verified on a company which is a typical non-standard manufacture. We select the company's machine shop as the example. The production data of this company is used to be established a man-hour quota standard which has three groups of man-hour quota units, four man-hour quota formula and a model used to group forecasting for the new units. Then, the man-hour calculation model is used to forecast the standard man-hour of the new units of a order. By comparison, the gap between the predicted value and actual value is very small.
