Jiangsu Province Yuanjiang Aid-tibet Projects Integrated Management Mode Study

Plan as a whole to regional development can promote the overall. The scientific outlook on development to realize the regional harmonious development, to promote the development of Xinjiang and Tibet, and to solve the development problem in Xinjiang and Tibet, the implementation of the aiding Xinjiang and Tibet is one of our basic policy, also is one of the important measures of modernization of our country. Taking Jiangsu province as an example, the current supporting Xinjiang and Tibet projects implements decentralized management. Integrated project management system can realize the integration of all the project processes, and the utility of common core values and objectives to make each of the participating parts play the sprite role of ownership and take the knowledge, experience and skills into the project to make them successful.Taking the supporting Xinjiang and Tibet projects by Jiangsu Province as the research object, through analyzing the current separately managed status of supervision and other multi-stakeholder, using the life cycle considered, whole process unified, total factor integrated management theory and method, this paper builds a new kind of the project organization and management model, that is a practical project organization management mode. The related existing project management patterns are compared, the present situation and problems of the project management for supporting Xinjiang Tibet by Jiangsu province are analyzed. The integrated management of the organization structure and the personnel allocation and the evaluation method, and implementation security are studied. The integration management of the supporting Xinjiang and Tibet project can effectively avoid a series of drawbacks of the traditional project management, and make the supporting Xinjiang and Tibet policy unified under the coordination with the overall operation, and promote the project implementation.
