The Effect Of FDI On Chinese Agricultural Technology Spillovers Effect In Analysis And Countermeasrue

With the pace of China to attract foreign investment gradually deepening, expanding foreign investment in China's agriculture has made a great progress, while the seed industry as the basic industry of agriculture has also been favored by foreign capital. Seed industry is a special industrial for countries, related to the lifeline of national development and food security. Currently, because of a large number of foreign capital into China's seed industry, the original seed industry have serious repercussions.This paper describes the development status of Chinese agriculture, seed industry's own problems and foreign direct investment on China's seed industry, the impact can be seen from the issue that China's seed industry in technology research be so far less than developed countries and multinational seed companies, for China's technology strategy has been increasingly improved. This paper describes the content of foreign direct investment related effects of the theory, the connotation of the seed industry and agriculture and the meaning of foreign and status scholars to study. In this paper, based on the theory above, currently through combine with the actual situation of the foreign investment the seed industry, use of FDI effects analysis and the EViews software, analyse and test the seed industry of China's five listed companies, they are, Dunhuang Seed Co., Denghai Seed industry, Longping High-Tech, Fengle Seed and Quanyin High-Tech enterprises are five departments in the foreign assets scale, foreign sector asset use efficiency and foreign sector research capability in the three areas of R & D analysis of the empirical effects, from the three point of view shows foreign direct investment bring the practical utility of the negative to China's seed industry.Through empirical analysis: foreign direct investment in the asset size, asset use efficiency and research capability of China's seed industry on technical research have a great inhibitory effect, and for the development of China's seed industry has played a negative effect. This paper example for Japan, Canada and Brazil development experience and for the problems of the development of China's seed industry, put forward the policy recommendations that how to use foreign direct investment, while ensuring the safety of China's seed industry development.
