With the development of economic globalization, the international regional economic cooperation's development becomes faster. Knowledge flows and Industrial technology transfers are moving faster, all these create favorable conditions for the technology introduction, assimilation and absorption and re-innovation in Liaoning. The technology introduction, assimilation and absorption and re-innovation are activities which develop new techniques, new crafts or new products with the independent intellectual property rights, which are based on the introduction of technology, and by the means of learning, imitating and absorbing foreign technologies. It is an important method to narrow the technology gaps between the developed countries and our native land, it also plays an important role in promoting the transfer of industrial technology, proposing the transition of technology trajectory and establishing integrated technology system. It is of great significance for the backward countries or areas to make full use of their acquired advantages, promote the technology progresses, and achieve the goal of economic catch-up. It is also an important mean for Liaoning province to achieve the goal of great -leap-forward development.The international financial crisis makes many foreign enterprises get into trouble. The international industry transfer provides perfect opportunities for the companies of Liaoning province to introduce technologies and talents from other countries. Liaoning can give full play to the location advantages, and constantly enhance the companies'technological absorptive capacities. The new industry transfer shall pay more attention to the advanced products, and introduce a series of new techniques in key industry, these measures are important for the adjustments of Liaoning traditional industrial structure, improving on the companies'technological innovation capacity. It is of great significance for the revitalization of the old industrial base in Northeast China, and has important value to formulate and develop technology introduction , assimilation and absorption and re-innovation policy in Liaoning province.This dissertation firstly investigates the connotation of technology introduction,assimilation and absorption and re-innovation, and then studies the relationship between the technology innovation, independent innovation, and technology introduction, assimilation, absorption and re-innovation. The dissertation is based on the theory of innovation, the theory of technical gap, the theory of relationship between needs and resources, intermediate technology theory and technology life cycle theory, the author uses such theories to analyze the theories of technology introduction,assimilation and absorption and re-innovation. The author also analyzes the current situation of technology introduction,assimilation and absorption and re-innovation in Liaoning province, and pays emphasis on the practices, policies and problems of technology introduction, assimilation and absorption and re-innovation in Liaoning Province. The dissertation investigates the current opportunities and challenges of Liaoning province confronting in the process of technology introduction,assimilation and absorption and re-innovation. Finally, the dissertation puts forward some countermeasures on the technology introduction for Liaoning province, such as establishing the main body status of enterprises, consummating the long-acting mechanism, strengthening system innovation, optimizing environment, and perfecting investment mechanism, innovating old mode.
