| Project loans were launched to the international financial markets in the 70s of the 20th century,which it become an important ways of financing economic entities after years of practice and development,and is widely used in electricity, transport, energy and other municipal infrastructure projects construction. With the reforming of investment and financing system and the developing of the economic,large infrastructure projects were supported by all levels of government,while also promoting the development of major domestic commercial bank loans for business.As the principal of loans and the sources of debt funding of project loans was different from the ordinary loans,so the commercial banks face more complex risk. How to identifing, evaluating, controlling the risk of project loans and improving the levels of project risk management is become an urgent problems to the major commercial banks.This paper take the project loan of secondary road for the research project,on the basis of domestic and foreign research,the risk management of project loan of secondary road is further discussed.Since 2009s,the government have cancelled the policy of the repayment charges of secondary road,in addition setting up the financing platform of provincial transportation construction,so the loan principal and the main repayment sources of secondary road project have been changed. Firstly in this research,we proposed such kind of project risk plans with considering of the characteristics of secondary road companies;Then we use the methods of risk identification(FAHP)to set up the credit risk measurement model of secondary road project. Afterwards,an action plan is proposed and implemented according to the risk analysis result.In the part of the empirical,this paper use a specific case of Commercial Bank of China to analyzed the risk of secondary road project. Finally,we developed the method for risk monitoring and risk control management to decrease and prevent the project risk. |
