The State Council come into operation on refined oil tax reform since January 1, 2009, and the government begin to cancel the charges of secondary roads. After 20 years development of toll roads in China, which greatly promoted the total length of the highway, secondary and higher levels of the highway length, promoted the development of the road and provided the social for the condition of transport infrastructure. With the development of toll roads, there are many problems such as the scale, the structure disorder, the site more, higher standards. Therefore, thinking the existence question of the toll roads rationally and reasonable measures will contribute to the development of the roads.Cancel the charges of secondary roads as the linkage of refined oil tax reform changed the indicators or parameters in the transport network, which lead to the re-distribution of traffic volumn in the transport network, making the traffic transfer from high-traffic' route to the low-traffic route, this article starting from the traffic transfe after cancelling the charges of secondary roads, using the generalized cost of traffic volume transfer model, analyse the impact of the cancelling the charges of secondary roads, according to the relation between the cancelling the charges of secondary roads and the transport costs and the local economy, this article researched the impact of the transport costs and the local economy, proposed the impact analysis reasearch of cancelling the charges of government loan secondary roads, and analysed the impact of fees and financing highway construction after cancelling the charges of secondary roads.
