Research On Technology Spillover Effects Of Undertaking Productive Service Outsourcing In China

In the last few years, the new round of technological revolution caused rapid development in the mechanics of communication and traditional service industry started to achieve the social division of labor in the worldwide, by breaking through the restraint of the time and the space. Meanwhile, under the recent emphasized background of"Low-carbon Economy", the service economy gained more and more share in national economy of developing country and the service outsourcing as a new trade mode in service enjoyed vigorous development. In 2006, the Ministry of Commerce of China took out"Thousand-Hundred-Ten Project"in service outsourcing, which indicated that Chinese government begun to focus on development of service outsourcing industry.Many domestic scholars had made lots of good discovery on oursourcing, but in general, their studies are far from perfect, which are limited in transferring country's perspective and whose researching method remained in theoretical level lacking of convincing empirical analysis. Consequently, based on the situation of undertaking service outsourcing in our country, this paper studies professionally the technology spillover effects of service outsourcing and its influencing factors. Firstly, this paper states the definition of service outsourcing and its classification and describes the development of modern service outsourcing, by using detailed and vivid charts. Secondly, based on the ideas of endogenous economic growth and R/AH/GH modeling methods, a three-sector economic mode in open is established to demonstrate the inherent mechanism of service outsourcing promoting economic growth through technology spillover effects. Thirdly, through making use of panel date of our 11 model cities and OLS regression method, this paper quantify the technology spillover effects of undertaking service outsourcing in China and test some influencing factors. Finally, some policy recommendation to expand our service outsourcing's scale is offered.Though above research, several conclusions can be summarized as follows: Undertaking service outsourcing can achieve technology spillover effects and improve steady economic growth. Technology spillover effects of service outsourcing is a dynamic knowledge-based process and it often function as incentives. The general technology spillover effects of service outsourcing in our country is 1.4. The spillover effect is mainly direct but indirect effect is not apparent, even negative. Human resources, economic infrastructure, intellectual property protection, wage level in service sector are major influencing factors on service outsourcing technology spillover effects in our country.
